Canada's business immigration programs aim to create a "win-win" situation for both the Canadian business owners as well as the business immigration applicants. To qualify, the foreign investor must demonstrate relevant skills, extensive business experience and high liquid assets. Additionally, the foreign investor must present a feasible and practical business plan. Upon eligibility and consequently the approval of the business immigration application, the government of Canada would grant the foreign investor and his/her spouse and all minor children entry to Canada and/or residency status with a path to Canadian citizenship.

The US government offers a pathway for American employers to hire low-skilled workers from abroad through the Employment-Based Immigration Program. This program provides a way for employers to fill positions with foreign workers when they are unable to find qualified local workers for those positions. The process for employers to hire foreign workers through the EB3 program can be lengthy and complex, but with some preparation and guidance, employers can successfully hire the workers they need.

The "Un-skilled" category of EB3 program is specifically designed to help employers fill low-skilled positions with foreign workers. These positions typically require little or no formal education or training and include jobs in industries such as farming, meat and fish processing, packaging, fast food, and accommodations. To participate in the program, employers must meet certain criteria, including proving that they have been unable to find qualified local workers for the available positions and demonstrating that they have the financial resources to pay the wages of the foreign workers.

The first step in the EB3 process for US employers is to file an application with the Department of Labor. This application must demonstrate that the employer has tried and failed to fill the position with a qualified US worker. In addition, the wage that is being offered by the employer to the foreign worker must be approved by the U.S. Department of Labor (for "Un-skilled" category, approved wage would be close to local minimum wage).

Once the application at the Department of Labor is approved the foreign workers will receive a labor certification document with which they can file a petition for an immigrant worker with the US Citizenship and Immigration Services (USCIS). The petition must include documentation of the job offer, the labor certification, and other evidence of the employer's ability to pay the foreign worker's wages.

If the petition is approved by the USCIS, the foreign worker can apply for a visa at the nearest US embassy or consulate. The visa application process includes an interview with a consular officer and a background check.

Finally, when the foreign workers receive their visa, they can enter the US and begin working for the employer who sponsored them.
